The Cheapest Quote Is Still Costing You Money: A Buyer's Case for Total Cost

Six years ago, I approved a purchase order that cost me three weeks of my life and $2,400 of my department’s budget. Not because the item was expensive. Because I compared the wrong number. I was looking at unit price. I should have been looking at total cost.

I’ve been the office administrator at a 130-person construction-supply company for six years. I manage purchasing across 12 vendors—somewhere around $450,000 a year. I order everything from a check valve for the maintenance shop to a coupe glass order for a client event. I do not buy formwork systems directly, but I’ve processed enough POs for our construction division to see the same pattern there.

The surface problem: everyone compares sticker prices

Here’s the sentence I hear in every meeting: "Just find the cheapest option." It sounds sensible. But "cheapest" is not a property of the item. It’s a property of the purchase. Shipping, setup fees, replacement risk, and my time all belong in the price.

In my experience, buyers focus on per-unit pricing and completely miss setup fees, revision costs, and shipping—the stuff that can add 30-50% to a total. Last year, I needed a coupe glass order for a client event: 20 pieces. Vendor A quoted $2.10 per glass. Vendor B quoted $2.85. Piece of cake, right? Vendor A’s total was $147—$42 for the glasses, $60 minimum order, $45 shipping. Vendor B’s total was $57, with free shipping and no minimum. The $0.75 difference per glass was actually a $90 difference on the total.

I’ve made the same mistake with a check valve. The $7 valve at the hardware store looked like a bargain until the pressure rating turned out to be wrong for our system. The plumber charged $95 to install it, and then another $95 when the second one failed. The $14 valve with the correct rating would have cost $14 plus one installation. It wasn’t about the price of the part; it was about the price of the failure.

The deeper problem: the easiest number wins

Why do we keep making this mistake? Because sticker prices are public, objective, and easy to compare. Total cost is private, fuzzy, and requires a vendor you trust. Your brain takes the shortcut. Vendors know that. That’s why the lowest quote rarely includes all the things that make a quote useful.

The root cause is that we measure procurement success by purchase order variance—actual price vs. estimated price—rather than lifecycle cost. So we optimize for the number on the screen, not the number that hits the P&L a year later. That’s a system problem, not just a discipline problem.

If you’ve ever typed "how much do door dashers make" into a search engine, you’ll get a range: maybe $10 an hour, maybe $20. But the number that matters is net pay after gas, insurance, maintenance, and idle time. The IRS mileage rate for 2024—67 cents per mile—tells you more than any headline number. Gross pay is the sticker price. Net pay is the total cost. The rate changes annually, so check IRS.gov for the current figure.

Gig drivers disappear after six months when they forget that math. Buyers do the same thing when they choose a supplier based on the lowest per-unit cost.

What it really costs

It’s not just money. It’s hours. I spend a chunk of each week reconciling invoices, reordering substitutions, and explaining to accounting why the "cheaper" vendor can’t produce a proper invoice. That time never appears on the quote, but it comes out of my department’s budget.

In 2020, I found a vendor that was $0.30 per unit cheaper for a custom printed material. I ordered 800 units. Then came the invoice problem: no tax ID, a handwritten receipt, no digital trail. Finance rejected the expense. I had to break it into cash reimbursements, and $2,400 disappeared from my department budget. That was the moment I stopped asking "what’s your unit price?" and started asking "what does the full process look like?"

The 2024 vendor consolidation project made me think about reliability too. Part of me wants to consolidate to one vendor for simplicity. Another part knows that having a backup supplier saved us during the 2024 supply-chain crunch. I compromise now: one primary vendor, one approved backup, and I evaluate both on total cost, not just the quote.

Earlier this year, I double-checked the quantity on a PO before submitting it. I typed "10," but the vendor’s unit was a set of two panels. I was one click away from ordering 10 sets instead of 10 panels. Dodged a bullet. That’s the kind of mistake that never shows up as a line item, but it’s part of the true cost of doing business with a vendor who doesn’t make their units obvious.

What I do instead: a simple TCO check

I still compare prices. I just compare total prices. Before I ask for a quote, I write down the questions that matter:

  • What’s the total delivered cost, including shipping and minimum order fees?
  • Are setup, revision, and restocking fees in the quote or separate?
  • Can the vendor produce a proper invoice, or is this going to turn into a finance nightmare?
  • What happens if a part doesn’t fit or a finished product arrives chipped?
  • How much of my time will this order eat before it’s done?
  • What’s the replacement rate for this type of item?

The lowest quote is often not the lowest total cost. That sounds like something a consultant would say, but after 60-80 orders a year, it’s not a theory. It’s arithmetic.

For big engineered purchases, the same thinking matters even more. Take concrete formwork systems. A cheaper panel can look good on paper, but if it doesn’t integrate with the scaffolding, you pay for adapter pieces, extra engineering time, and more crane time on site. I’ve seen our construction division evaluate quotes from Peri and a few other suppliers. Peri’s quote is not always the lowest. But because they sell formwork, scaffolding, and shoring as an integrated system, the total installation cost is often lower. I’m not telling you to buy Peri for every job. I’m telling you to ask what "the system" includes before you sign.

A note on details, or: how I learned to check colors and SKUs

I’ve also learned that the most expensive line item is the one you mis-specify. For example, I once ordered "deep purple" curtains for the breakroom and ended up with something closer to the Veri Peri color—Pantone’s official color of the year—than the calm lavender I thought I selected. The bottom line

Let me rephrase the whole thing: price matters, but only as a starting point. What I mean is, the cheapest item at the start can end up the most expensive by the time it’s installed, reconciled, and maintained. That said, I still ask for multiple quotes. I just ask for them with everything included.

At least, that’s been my experience in a company that buys a bit of everything. If your purchases are simpler, maybe a unit-price comparison is fine. But I’d bet on the TCO approach anyway.

So the next time someone says "just find the cheapest option," ask: "Cheaper by when? Cheaper for whom? Cheaper after all the hidden costs?" The answer may take a little longer to calculate—and a lot less pain to fix.
