From a $47 Solenoid Valve to PERI Formwork: What 7 Years of Procurement Taught Me

If there is one sentence I would print above every purchase order, it is this: a price is not a cost. The number on a quote is only where the spending starts.

I am the procurement manager at a 75-person commercial contractor in the Midwest. I have managed our roughly $2.8M annual buying budget for seven years, negotiated with 40+ vendors, and documented every order in our cost tracking system. In that time, I have watched the cheapest quote turn into the most expensive project more times than I can count. The fix is not a complicated software tool. It is a habit: calculate total cost of ownership (TCO) before you approve anything.

The $47 solenoid valve that cost us $1,299

In September 2024, a solenoid valve in one of our heating loops failed. The OEM replacement was $104. A generic “equivalent” was $47. I approved the generic without thinking. That was a mistake—one I still kick myself for.

The generic valve failed about six weeks later. Emergency service call: $415. OEM replacement: $104. Disruption to the building while the heat was down: roughly $780. Total extra cost from that second failure: about $1,299—because I tried to save $57.

(Should mention: I ignored the maintenance tech’s note to order OEM. The labor rate we use for unexpected calls is higher than planned work, and I did not include that in the comparison.)

What TCO actually means on a purchasing spreadsheet

TCO is not a complicated formula. For every major buy, I add up five lines:

  • Purchase price — the sticker number everyone compares first.
  • Installation labor — including prep, special tools, and training.
  • Operating and consumables — accessories, fasteners, wear items.
  • Downtime and disruption — what a failure costs beyond the repair itself.
  • Failure and rework — what happens when the low-cost option does not hold up.

I use ranges, not false precision. I’d rather estimate the last two lines roughly than ignore them completely. The first two lines are easy; the last two are where the “cheap” quote usually falls apart.

Great Wall PERI: the formwork quote that looked expensive

Bigger buys work the same way. In early 2025, we priced a 900-foot cast-in-place retaining wall with heights from 9 to 23 feet. The site crew called it “the Great Wall,” and the project folder became Great Wall PERI once we settled on the formwork approach.

Three suppliers quoted the wall formwork. If I had compared only the price per square foot of contact area, I probably would have gone with the cheapest system—it was about 18% lower than PERI’s number. A second vendor was about 9% lower. What the comparison left out was labor, accessories, schedule, and engineering support.

I built a rough TCO sheet from the suppliers’ layout drawings. The conventional built-on-site system needed around 970 carpenter hours, mostly due to bracing and ties; the PERI system was around 620 hours. At $72 per hour loaded labor, that is about $25,200 of difference. The conventional schedule was also longer—34 working days versus 26—which saved eight days of crane time and site overhead, around $18,000. PERI’s wall formwork also worked with its system scaffold, so we did not need a separate access equipment rental. The PERI quote included layout drawings and application engineering; the low quote listed that support as extra, about $6,300 if we wanted it.

Adding it up, the quote with the highest first number was the cheapest job by roughly $16,000. (I remember that number better than my own phone number, because I almost argued against it in a budget meeting.)

Screen doors and baseboard trim: small items, same rule

TCO also applies to the small stuff. When a maintenance tech looks up “how to repair screen door” because a tenant has a torn screen, the first question is the frame, not the mesh. A straight frame with torn mesh is maybe a $12 fix: spline and screen material plus 40 minutes. A bent aluminum frame is a different problem—straightening it is slow and rarely lasts, so replacement is usually the lower-TCO move.

Baseboard trim taught me the same lesson. On 18 apartment units, MDF baseboard was about $0.17 per linear foot cheaper than primed pine. Then move-out damage started showing up as dents. Replacing and repainting sections wiped out the savings (ugh). Now I buy baseboard trim based on its life cycle, not its per-foot price.

Label discipline matters too. We once received a quote with the line item “Peri Home Curtains 30221.” It came from an interior supplier, not from our formwork vendor. Because the first word looked familiar, it almost got coded to the wrong budget line. Same habit applies: read the full description before you assume you know what you’re buying.

Where I still have to be careful

I’m not an engineer, so I can’t speak to formwork pressures or structural design. This gets into engineering territory, and I’d recommend talking to the supplier’s engineering team before finalizing any system.

TCO does not mean the premium option always wins. For a small one-time wall, the cheaper system might be the right call. If schedule and downtime do not matter to you, the calculation changes. At least, that’s been my experience on mid-size commercial work.

I still kick myself for not building that first TCO comparison earlier. My boss—a former superintendent—made me put the numbers together, and they did not point where I expected. Since then, I run this analysis on everything over $500, even if it means waiting an extra day before sending out the PO.

Bottom line? The next quote you compare should come with answers to four questions: What does it cost to install? What does it cost to support? What happens when it fails? And what does it cost to replace? If the vendor cannot answer those, that is a red flag—no matter how low the unit price looks.
